The U.S. Army has identified Captain Rebecca M. Lobach from Durham, North Carolina, as the second pilot of the H-60 “Black Hawk” helicopter involved in a collision with a CRJ-700 passenger jet at Ronald Reagan Washington National Airport on Wednesday, leading to 67 fatalities.
