haifagirl, how would one shutter “about” a window? (Sorry, I couldn’t resist).
First, about can mean around the outside.
Next, shutter is a transitive verb that can mean to furnish with shutters.
So, just think of that sentence as being:
Around the outside of windows I do furnish shutters.
