I am slightly disturbed by your injecting considerations into a discussion of halacha. While halacha sometimes makes room for shaas hadchak, that is part of the halacha.
Presumably the rabbonim have already decided what he halacha should be in this case, and have accounted for the shaas hadchak. (Or not, if they do not think it exists- as I don’t.)
I don’t see how laymen’s, or politician’s opinions have any sound bearing.
