Haleivi -the gemorrah doesn’t say we don’t have Kavana at all. Even nowadays, we might have some Kavana. But the generations get weaker, so maybe the amount of Kavana we have nowadays, is not enough for this Halacha to apply, as opposed to the time of the gemorrah!
