The Chazon Ish quotes the Chofetz Chaim who holds that the age Tznius begins for a girl at age 3; The Chazon Ish disagrees, and says that it begins when she starts to be distinguishable as a girl. Rav Wosner in one of his Teshovus says that this means at age 7 maximum.
