i need your help in understanding this, i must have missed something.
you wrote and i quote

i looked it up and this is what he actually says
“you may not listen to any musical instrument during the Three weeks. This includes both live and RECORDED music. The prohibition applies to men and women, as well as children who have reached the age of chinuch.”
could you explain how that means some poskim allow music during the 3 weeks?
