The Alter of Salbodka explains based on a Gemora in ע״ז. The Gemora says that when Moshiach will come, the nations of the world will ask Hashem to be rewarded for building marketplaces and roads, as they are what enabled the Yidden to learn Torah. Hashem will respond that since the nations did all this only for themselves, they will receive no reward. Explains the Alter of Slabodka, this is why the nations are rebuked for not knowing Hashem and not calling out in His name. Even when they are doing what they are supposed to be doing in developing the world, since they do not do it for the righ t reasons, they are not serving Hashem. However, we ought not to act like that.
