For example, by Rav Meir Simcha, you’re obviously referring to the letter allegedly from him published only in a “Religious Zionist” periodical, where he actually affirmed the oaths being in force. He simply stated that since the British issued their Balfour Declaration at that time – which they later rescinded, as it happens – and Jews were now permitted by the ruling gentile authorities to move to E”Y – entire non-politically, of course – that it would not be a violation of the oaths (i.e., rebelling against the nations) for Jews to move there. He said nothing about any of the oaths no longer being in force (which would make no sense for numerous reasons, as the Satmar Rav explains and on which there is no dispute).
