This is all basic situational awareness and self defense training. Not karate but mostly situational awareness. Obviously the police are not there to stop crime. They are there to I imitate bad guys not to commit crime. But where the government encourages crime and does not prosecute – eg New York and California – the police don’t even perform that role.
I was raised Jewish but not fully Torah observant and became fully Torah observant but I recall there is a Gemara that says a father is obligated to teach his son a trade and how to swim which is to become self supportive and situationally aware and the skills to execute. It seems to me in the absence of an effective police force we each should take some self defense courses – not karate but to learn situational awareness and vehicle defense.
